Motion carried unanimously. Lauralee Tupa, CEO and Rachael Murphy, COO from Circle of Friends Animal Shelter, addressed the board. Moved by Engen, seconded by Rost, to approve the TNR (Trap, Neuter & Return) Program used by the Circle of Friends Animal Shelter as a solution to control the feral, stray & community cat population within Grand Forks County. Motion carried unanimously. Thomas Swoyer, Jr, President and Partner, Grand Sky Development Company, LLC addressed the board. Moved by Engen, seconded by Knauf, to approve $1,766,667 from the 21-23.036 Grand Forks Enhanced Use Lease Development Grant as follows: $1,500,000 to Thales, USA, the sole source provider based on the justification outlined in Mr. Swoyer’s memo and presentation to the Board, of a custom-built Beyond Visual Line-of-Sight (BVLOS) system, $106,667 L3 Harris to keep our current BVLOS system up to date through the end of the calendar year and a $160,000 contingency fund. Motion carried unanimously. Moved by Engen, seconded by Knauf, to approve $351,055 from the 21-23.036 Grand Forks Enhanced Use Lease Development Grant as follows: $219,055 to Skydio, Inc, the sole source provider based on the justification outlined in Mr. Swoyer’s memo and presentation to the Board of a new Skydio X2-D small Unmanned Aircraft System including spare parts and technical support, up to $100,000 to the University of North Dakota for engineering support and development of Artificial Intelligence systems and a $32,000 contingency fund. Motion carried unanimously. Moved by Engen, seconded by Rost, to approve $718,700 from the 21-23.036 Grand Forks Enhanced Use Lease Development Grant as follows: $247,700 to TruWeather Solutions, the sole source provider based on the justification outlined in Mr. Swoyer’s memo and presentation to the Board, of a new Grand Sky weather modeling and forecasting system, $406,000 to Meteomatics, the sole source provider, of the Meteodrone and Meteobase system and a $65,000 contingency fund. Motion carried unanimously. Debbie Swanson, Public Health Director, gave a COVID-19 update. Commissioner Knauf addressed the board on behalf of the Emergency Manager. Moved by Knauf, seconded by Engen, to approve the quote from Norby’s Work Perks for $3,164 for a desk for Emergency Management with the Chair’s signature to be paid with ARPA funds. Motion carried unanimously. The ARPA Expenditure Category will be 7.1. Nick West, County Engineer, gave an update on the flooding in Grand Forks County. Chief Deputy Stromberg, Sheriff Schneider and Josh Roberts-Lujan from Enterprise Fleet Management addressed the board. Moved by Rost, seconded by Engen, to authorize Sheriff Schneider to sign the Master Equity Lease Agreement, the Amendment to Master Equity Lease Agreement and the Agreement outlining that NDIRF is a satisfactory insurance provider for the lease of Grand Forks County Sheriff’s Department vehicles with Enterprise Fleet Management. Motion carried with Falck, Rost and Engen voting aye and Knauf voting nay. Lou Lombardi, Veterans Service Officer, gave an update on the Veterans Treatment Court. Tom Ford, Director of Administration, addressed the board. Moved by Rost, seconded by Engen, to approve the Donovan Group LLC Survey Services Agreement for $10,000 with the Chair’s signature to conduct a survey to see if Grand Forks County residents support Home Rule for Grand Forks County and approve a budget amendment of $22,000 to the general fund miscellaneous account. The budget amendment will be for $10,000 for the survey and $12,000 for the printing and mailing. Motion carried with Falck, Rost and Engen voting aye and Knauf voting nay. The Commission directed Debbie Nelson, Finance and Tax Director, to start the process to issue a $30 million bond for the Juvenile Detention/Correctional Center expansion project and levy for the bonds with the 2022 levy. The Commission appointed Tom Ford, Director of Administration, to get estimates to repair the dome and replace the air handlers in the Grand Forks County Courthouse and contact the Historical Society and Garrison Diversion to see if there any grants available. The Commission directed Mr. Ford to contact Scott Johnson, Court Administrator to verify items that are currently being stored in the Grand Forks County Courthouse basement that belong to the State and bring back a recommendation on moving forward with clearing items from the basement. Moved by Rost, seconded by Knauf, to approve the License Agreement with Rhombus House of Pizza, LLC with the Chair’s signature. Motion carried Haley Wamstad, State’s Attorney, addressed the board. Moved by Knauf, seconded by Rost, to approve the Contract for Defense Services with Swanson & Warcup, Ltd for mental health services from July 1, 2022 to December 31, 2022 with the Chair’s signature. Motion carried unanimously. Chairman Falck appointed Commissioner Knauf to serve on the Grand Forks Library Board until her Commission term expires on December 5, 2022.
